AI Governance Operating Model for a State Transportation Department (2026)

Designed and authored a 150-page operating model for a newly-formed Data & AI office at a 23,000-employee state department. Core design decisions: a behavior-based classification of AI tools; a three-dimensional risk model (harm × control-gap × dependency); disclosure discipline for AI-generated content; and a metrics doctrine grounded in NIST, aviation-style near-miss reporting, and Goodhart’s Law. Framework retained by the Data & AI office through end of engagement. Publishable summary and design patterns on this site.

Junos SDK & Partner Ecosystem — Juniper Networks (2006 – 2012)

Built the industry’s first developer platform for a network operating system: APIs opening Juniper’s routers and switches to third-party application development, partner qualification patterns, ecosystem economics, and a partner program that grew from zero to over one hundred developing organizations. Related ecosystem revenue reached $200M+ over six years. Design patterns from this work are still recognizable in modern developer-platform PM.

Production AI Applications — DataBloom (2023 – present)

Independent applied-AI consultancy building working GenAI applications with Claude API, OpenAI, and AWS Bedrock. Shipped a multi-model Flask app with streaming, prompt orchestration, and guardrails; a GenAI-based security review tool that shortened a manual review cycle by ~85%; and Streamlit demos used in enterprise conversations. Working code at apps.databloom.net; public repos on GitHub. Extensive hands-on work with MCP, Copilot Studio, and multi-model orchestration.

What I Do Well

Beyond the specific work above, three patterns run through most of what I’ve done:

• Interdisciplinary problem solving. I’ve spent a career at the seams between disciplines — product and engineering, cloud and networking, AI and enterprise governance. The interesting work usually lives at those seams, where each side speaks its own language and needs help understanding the other.
• High-uncertainty strategic questions. I’m frequently trusted with the hardest questions in a portfolio — the ones where the honest answer matters more than the popular one. That includes killing bad projects early with defensible analysis and proposing viable alternatives when the current direction won’t work.
• Business + technical range. MBA, decades of PM and product leadership on one side; hands-on coding, cloud architecture (AWS), and CISSP-grounded security thinking on the other. I don’t specialize in either — the value is in operating across both.

What It’s Like to Work With Me

• Execution over theater: I’m very good at being genuinely busy; I’m terrible at pretending to be busy. I find ways to add value.
• Calm in ambiguity: I like early, messy phases where we’re still figuring out what to build and why.
• Curious and multidisciplinary: I’ll learn whatever is necessary — CUDA kernels or contract terms — if it helps ship the right thing.
• Direct about tradeoffs: I’d rather have the honest conversation about what won’t work than the polite conversation that leads to a bad launch.
