AI Governance Operating Model for a State Transportation Department (2026)
Designed and authored a 150-page operating model for a newly-formed Data & AI office at a 23,000-employee state department. Core design decisions: a behavior-based classification of AI tools; a three-dimensional risk model (harm × control-gap × dependency); disclosure discipline for AI-generated content; and a metrics doctrine grounded in NIST, aviation-style near-miss reporting, and Goodhart’s Law. Junos SDK & Partner Ecosystem — Juniper Networks (2006 – 2012)
Built the industry’s first developer platform for a network operating system: APIs opening Juniper’s routers and switches to third-party application development, partner qualification patterns, ecosystem economics, and a partner program that grew from zero to over one hundred developing organizations. Related ecosystem revenue reached $200M+ over six years. Design patterns from this work are still recognizable in modern developer-platform PM.
Production AI Applications — DataBloom (2023 – present)
Independent applied-AI consultancy building working GenAI applications with Claude API, OpenAI, and AWS Bedrock. Shipped a multi-model Flask app with streaming, prompt orchestration, and guardrails; a GenAI-based security review tool that shortened a manual review cycle by ~85%; and Streamlit demos used in enterprise conversations.
